Title
II Evaluation Scopes of WorkThe overall goal of all Title II non-emergency
Development Assistance Programs is to improve food security. Program implementers
are required to monitor and evaluate progress toward this aim. A solidly constructed
Scope of Work guides the evaluation staff and can map the essential content of
the evaluation and report. This technical note is an excellent reference for managers,
program implementers and the evaluation teams as it provides standard items to
include in Scopes of Work for process and impact evaluations. Examples of evaluation
questions are given for several sectors: agriculture, infrastructure, microenterprise/
microfinance, health and nutrition, and education. The evaluation questions are
illustrative and can be tailored to the specific characteristics or emphases of
each Development Assistance Program.
