Rwanda

[2004-2008]

In Rwanda, a focus country under the President’s Emergency Plan for AIDS Relief (PEPFAR), FANTA has worked with USAID/Rwanda, the Rwandan Ministry of Health and the Rwanda Treatment and Research AIDS Center (TRAC) and its successor TRAC Plus to strengthen the focus on nutrition throughout the country’s health system and help integrate nutrition into HIV policy, service delivery and training curricula. FANTA also has supported general nutrition efforts, such as an anemia intervention for girls and building capacity in Essential Nutrition Actions (ENA). 

National Nutrition Policy: FANTA helped revise Rwanda's National Nutrition Policy to ensure that the country can support the nutrition-related objectives in the Millennium Development Goals and the Rwanda Poverty Reduction Strategy Paper.  The revisions were guided by the results of two PROFILES workshops that used interactive computer-based models to show the consequences of poor nutrition on  Rwanda’s population.

National Guidelines for Nutrition Care and Support for People Living With HIV (PLHIV): FANTA assisted the Government of Rwanda in developing the National Guidelines for Nutritional Care and Support for PLHIV, which defines the actions service providers should take to provide quality nutrition care and support to PLHIV. The guidelines supplement national policies on prevention and treatment, as well as strengthen and standardize care and support for PLHIV across organizations, programs and services. The guidelines were produced and distributed with support from USAID/Rwanda.

Nutrition and HIV Training: FANTA developed Nutrition and HIV: A Training Manual for Rwanda, which provides instructors with presentations, practical exercises, case studies and handouts for planning and facilitating courses and lectures. The manual was adapted from the regional Nutrition and HIV/AIDS: A Training Manual, which was produced with support from USAID/East Africa. FANTA revised the infant and young child feeding and prevention of mother-to-child transmission sections of the original manual to bring them into agreement with the WHO HIV and Infant Feeding Technical Consultation Consensus Statement .

Nutrition and HIV Wall Chart and Counseling Cards: In collaboration with the MOH and TRAC and with support from USAID/Rwanda, FANTA developed a wall chart and counseling cards on nutrition and HIV. The wall chart, which was produced in Kinyarwanda and French, focuses on 10 messages on healthy eating and lifestyles and proper care for PLHIV.  The counseling cards, designed for government health facilities, PLHIV associations, private voluntary organizations and community volunteers in Rwanda, were adapted from regional counseling cards developed with support from USAID/East Africa. 

Assessing the Availability and Use of the National Guidelines and Counseling Cards: FANTA and TRAC Plus conducted a qualitative assessment to inform training on use of the counseling cards as well as future revisions of the National Guidelines, counseling cards, training strategies and plans for further production and dissemination of the materials.  The assessment used key informant interviews with representatives of four NGOs and semi-structured interviews with health care workers and PLHIV association members.

Girl Guides Anemia Prevention Badge Program: FANTA, the Regional Centre for Quality of Health Care (RCQHC) and the African Regional Office of the World Association of Girl Guides and Girl Scouts (WAGGGS) worked to expand coverage of anemia intervention packages in East and Southern Africa through a program to reach adolescent girls in Rwanda, Uganda and Swaziland. Through the Girl Guides Anemia Prevention Badge Project, Girl Guides can earn a badge in anemia prevention through educational programs and community involvement in anemia control. FANTA developed the Anemia Prevention Badge materials, including the Guiders’ manual, handbook and workbook. The materials were printed in English and French.
