FANTA-2’s activities in Mozambique focus primarily on integrating nutrition into HIV care and treatment services supported by the Government of Mozambique and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).  At the request of USAID/Mozambique, FANTA-2 helps develop or strengthen food and nutrition interventions for people living with HIV (PLHIV) and orphans and vulnerable children (OVC).  FANTA-2 also helps improve coordination among HIV care and treatment services, OVC programs and food security programs. In its nutrition and HIV efforts, FANTA-2 works closely with the Mozambique Nutrition and Food Security Association (ANSA), Mozambique National Nursing Association (ANEMO), the Ministry of Health (MOH), the Ministry of Women and Coordination of Social Action and PEPFAR Partners.  

Needs Assessment for Integrating Nutrition into HIV Services:  To identify needs related to integrating food and nutrition care into HIV services, FANTA reviewed national guidelines, strategies and program documents; conducted site visits; and met with various state and private voluntary organization (PVO) partners. The assessment addressed the policy and operating environment, capacity strengthening needs, and the availability and utility of training materials and job aids.

Nutrition, Food and HIV Strategy: Working with USAID/Mozambique, the Centers for Disease Control and Prevention and the Global AIDS Program/Mozambique, FANTA-2 developed a three-year Nutrition, Food and HIV Strategy for PEPFAR/Mozambique to define its approach to nutrition care and support in the context of HIV.

Community-Based Nutrition and HIV Training Materials: ANSA, with FANTA-2 support, developed nutrition and HIV training materials titled Nutrition Care for People Living With HIV: Training Guide for Community Health Workers. The materials help community- and home-based care providers and other community members and leaders provide nutrition education to PLHIV, assess nutritional status during home visits, and know when and how to make referrals to the health center. The materials were adapted from the Nutrition Care for People Living With HIV and AIDS: Training Manual  for Community and Home-Based Care Providers, developed by the Regional Center for Quality of Health Care (RCQHC), FANTA, AED and USAID in 2008.

National Guidelines for Treating Acute Malnutrition in Children and Adults: In collaboration with the MOH’s Department of Nutrition, Save the Children and UNICEF, FANTA-2 updated the Mozambique national protocol for treating acute malnutrition in children and adults, Manual de Tratamento e Reabilitaçaõ Nutricional, to reflect new international guidelines on treatment for children and on nutrition care of PLHIV.

Training Materials and Job Aids for the Mozambique Nutrition Rehabilitation Program (PRN):  In collaboration with the MOH’s Department of Nutrition, Save the Children and UNICEF, FANTA-2 developed training materials and job aids to support implementation of PRN, based on the protocols in the national guidelines, Manual de Tratamento e Reabilitaçaõ Nutricional. The training materials include trainers’ guidance, an overview of the PRN, instructions on measuring acute malnutrition, intake procedures, outpatient care and treatment, inpatient care and treatment, management of medical complications, supplementary feeding, HIV and malnutrition, planning for PRN, and monitoring and reporting. Strengthening Provincial Health Systems to Implement PRN in the Context of HIV: Save the Children, with support from FANTA-2, is strengthening the central-level MOH in Mozambique and Provincial Ministries of Health in Gaza, Nampula, Sofala and Zambézia Provinces to implement PRN and provide nutrition assessment, education and counseling to PLHIV. Activities include training and mentoring MOH staff and providing technical assistance to develop a logistic supply system for equipment and supplies needed to implement PRN.

Action Plan for the Reduction of Absolute Poverty 2006-2009 (PARPA II): FANTA-2 supported the national evaluation of PARPA II, which guides the government’s actions to reduce poverty, including efforts to improve health status and human capital development.  FANTA-2 interpreted and presented national poverty and nutrition data in the evaluation report, wrote the report’s nutrition and HIV section, and reviewed the report. FANTA-2’s work helped clarify recommendations for nutrition and HIV activities in the next action plan, PARPA III.

Measuring Dietary Diversity in Rural Mozambique: Responding to the need for simple indicators to assess the quality of women’s diets, FANTA in 2006 formed the Women’s Dietary Diversity Project (WDDP), a collaborative research initiative among the International Food Policy Research Institute (IFPRI), FANTA (now FANTA-2), Akershus University College, Food and Agriculture Organization of the United Nations (FAO), Institute of Research for Development (IRD), Iowa State University, London School of Hygiene and Tropical Medicine (LSHTM), University of North Carolina at Chapel Hill and Wageningen University. The WDDP’s work includes development of a standard analysis protocol, a multi-site investigation into how well dietary diversity indicators measure micronutrient adequacy and in-depth site-specific analyses of women’s diet patterns.  This research resulted in the summary report
Dietary Diversity as a Measure of the Micronutrient Adequacy of Women’s Diets in Resource-Poor Areas: Results from Five Countries, as well as individual reports on Mozambique and the other countries studied: Bangladesh, Burkina Faso, Mali and the Philippines.

Food Security Desk Review: In 2007, FANTA completed Food Security Problem Assessment and USAID Title II and Development Assistance in Mozambique, a desk review that provided an updated food security analysis and made recommendations for the Title II program’s possible role in furthering USAID’s strategic objectives while addressing food security issues in Mozambique. Among other contributions, the desk review served as an input for the initial development of a food security programming strategy.
