Madagascar
FANTA worked to provide food security situation analysis, as well
as technical assistance to the USAID Title II Cooperating Sponsors
(CSs) to improve the quality of their food security operations in
the field, particularly with regard to health, nutrition, agriculture
and natural resource management. FANTA provided extensive technical
support on Outcome Monitoring (OM) and on monitoring and evaluation
and worked with the USAID Mission Food for Peace Office (FFP) to
fully implement Layers, an approach developed by FANTA to help USAID
Missions monitor the impact and progress of their development programs.
Outcome Monitoring (OM) Surveys: USAID/Madagascar has piloted
Outcome Monitoring (OM), a method for collecting data on a set of
indicators that allows the U.S. Government to monitor outcomes of
the key health activities it supports. FANTA implemented the survey,
which consisted of both population-based and facility-based components,
and, working through a local firm, collected data covering malaria,
MCHN and family planning/reproductive health.
Food Security Situation Analysis: Working with USAID/Madagascar,
FANTA developed a food
security situation analysis in 2002 that examined the current
food security situation in the country and made recommendations
for better integration of Mission resources, including Title II.
The situation analysis served as a cornerstone of the Mission's
Integrated Strategic Plan for 2003-2007. Initial discussions have
been held on updating this situation analysis to include policy
changes and shifting emphasis on Title II programs' focus on recurring
natural disasters in the southern part of the country. An updated
analysis would upgrade CSs' capacity for emergency preparedness.
Layers for the Mission FFP Office: Implementation of the
Layers methodology has allowed the Mission
to better monitor its activities, identify potential problems and
ensure that food aid is being delivered to the intended populations.
FANTA developed a natural resource management module to include
indicators to track the proper management of tree nurseries and
tree plantations which are part of Food for Work (FFW) watershed
protection programs in Madagascar. In addition to the more standard
modules of agriculture, nutrition, health and education, the Madagascar
version of Layers allows the Mission to assess the quality of infrastructure
built through FFW activities.
